Flag State
Inspection
Powered by CyberSmart Smart Inspect and Smart Compliance. Ensuring full compliance with international maritime conventions is critical to avoiding Port State Control detentions and maintaining uninterrupted vessel operations. Smart Inspect manages inspection readiness and audit workflows, while Smart Compliance tracks regulatory obligations across frameworks. Our flag state inspection services cover SOLAS, MARPOL, ISM, ISPS, MLC, and all major conventions with thorough preparation and deficiency resolution.
What is Flag State Inspection?
Flag state inspection ensures that vessels comply with the international conventions their flag state has ratified. These conventions—including SOLAS, MARPOL, the ISM Code, the ISPS Code, and MLC 2006—establish minimum safety, environmental, and operational standards that every vessel must meet throughout its operational life.
Non-compliance is identified through Port State Control inspections conducted under regional Memoranda of Understanding (MOUs) such as the Tokyo MOU and Paris MOU, as well as USCG examinations. Detentions result in commercial losses, reputational damage, and increased targeting on subsequent port calls. Proactive compliance management is the most effective defense against these risks.
Convention Coverage
Safety of Life at Sea
Fire safety systems, life-saving appliances, navigation equipment, structural integrity
Prevention of Pollution from Ships

International Load Line Convention
Freeboard assignment, weathertight and watertight integrity, stability compliance

Common PSC Detention Areas
Port State Control inspections consistently identify the same categories as leading causes of detention. Our pre-PSC assessments specifically target these high-risk areas.
Fire Safety Systems
Fire detection and alarm systems, fixed fire-fighting installations, portable extinguishers, fire doors, and emergency escape routes are among the most frequently cited deficiency areas across all PSC regimes.
- Fire detection and alarm system functionality
- Fixed fire-fighting system maintenance records
- Fire door integrity and self-closing mechanisms
- Emergency escape breathing devices (EEBDs)
- Fire drill records and crew competency
ISM & Operational Deficiencies
The ISM Code requires a functioning Safety Management System with documented procedures, risk assessments, and evidence of continuous improvement. ISM-related detainable deficiencies have increased in recent CIC campaigns.
- Safety Management System documentation and implementation
- Risk assessment and management of change procedures
- Accident and near-miss reporting and follow-up
- Crew familiarity with emergency procedures
- Navigation safety and ECDIS competency gaps
- Life-saving appliance maintenance and drill records

Our Inspection Approach
A systematic methodology that mirrors actual PSC inspection procedures, ensuring no compliance gap goes undetected before the real inspection arrives.
Pre-Inspection Assessment
We conduct a thorough pre-inspection using the same checklists and methodologies employed by PSC officers across Tokyo MOU, Paris MOU, and USCG regimes. Every certificate, logbook entry, and operational procedure is verified against current requirements.
Gap Analysis & Prioritization
Identified deficiencies are categorized by severity—detainable vs. non-detainable—and prioritized for rectification. We provide a clear action plan with timelines, ensuring the most critical items are addressed first to minimize detention risk.
Rectification & Documentation
Our team supports the full rectification process from corrective action through to close-out documentation. We verify that all deficiencies have been properly resolved and that supporting evidence meets the standard required by PSC and flag state authorities.
