System (DCS)
Powered by CyberSmart Smart EMRV. The IMO Data Collection System, established under MARPOL Annex VI, requires ships of 5,000 GT and above to collect and report fuel oil consumption data annually. Smart EMRV streamlines emissions monitoring, reporting, and verification for DCS compliance. Operational since 2019, DCS provides the evidence base for IMO GHG reduction policies and feeds directly into CII calculations. Enhanced granularity requirements take effect from January 2026.
What is IMO DCS?
Adopted at MEPC 70 in October 2016, the IMO ship fuel oil consumption Data Collection System (DCS) requires ships of 5,000 GT and above to collect and report annual fuel consumption data. The data is submitted to flag States, which issue a Statement of Compliance confirming the ship's reporting meets MARPOL requirements.
DCS data is critical because it forms the foundation for CII (Carbon Intensity Indicator) calculations. Inaccurate or incomplete DCS reporting can directly affect a vessel's CII rating and its compliance with both IMO and EU regulations. The data also feeds into the IMO's global GHG emissions database, informing future policy decisions.
From January 2026, enhanced granularity requirements adopted at MEPC 81 take effect, requiring more detailed breakdowns including fuel consumption by engine type, BOSP/EOSP event marking, shore power reporting, and port call purpose classification.
Reporting Requirements
2026 Enhanced Reporting
From January 2026, DCS reporting requires enhanced granularity: fuel consumption split by engine type, BOSP/EOSP passage markers, shore power in kWh, port call purposes using IMO Compendium codes, and revised "under way" / "not under way" definitions. SEEMP Part II must be updated to reflect these changes.
Data Collection Requirements
DCS requires three categories of data, all specified in Appendix IX of MARPOL Annex VI. The 2026 enhancements add significant new detail requirements to each category.
Fuel Data
Comprehensive fuel oil consumption data forms the foundation of DCS reporting.
- Total fuel consumption per calendar year
- Consumption broken down by fuel type (HFO, MGO, LNG, etc.)
- Consumption split by engine type (from 2026)
- Auxiliary engine and boiler consumption separately
- Shore power received in kWh (from 2026)
Operational Data
Voyage and operational information needed to calculate carbon intensity metrics.

- Primary purpose of each port call (from 2026)
Vessel Information
Ship identification and administrative details required for each reporting period.

Annual Compliance Cycle
DCS follows an annual cycle of data collection, verification, flag State submission, and Statement of Compliance issuance.
Data Collection
Collect fuel consumption, distance, hours underway, and transport work data throughout the calendar year per SEEMP Part II methodology.
Data Compilation
Compile annual data into the required format. Cross-check against logbook entries, BDNs, and flow meter readings for accuracy.
Third-Party Verification
Submit compiled data to an accredited verifier for independent review. Resolve any non-conformities identified during the audit.
Flag State Submission
Submit verified data to the flag State. Receive the Statement of Compliance confirming the ship meets MARPOL DCS requirements.
